Red is higher on the spectrum at 635 nanometers. Different wavelengths in the visible spectrum produce different colors. The eye s frequency response is bell curve shaped with the highest point of the curve being in the green while the red lies on the right end of the bell curve. The human eye is better able to recognize colors in the green spectrum so a green laser is more visible under bright light conditions.

Not sure it makes that much difference in laser sights. Green can be used inside or out but green is much more visible outside and can be used to engage targets in similar circumstances.
